The Superintendent-School Board Relationship

On a envoyé des questionnaires à 619 commissaires d’école à travers tout le Canada afin d’essayer de trouver des renseignements sur les relations entre les superintendants et les commissaires d’école. L’étude a montré que, d’une manière générale, ces deux groupes fonctionnent ensemble harmonieusement. Il y a toujours, toutefois, quelques divergences d’opinion entre la commission scolaire et le superintendant et dans ce cas, le groupe qui contrôle les “sources du pouvoir” a en général raison. On examine dans cette étude certaines des “sources” qui avaient déjà été identifiées dans certaines recherches, et on se concentre sur trois points importants: la finance, le personnel et les communications. La réponse des commissions scolaires a atteint 55% et a permis de conclure que même si les commissaires ont les moyens de contrôler ces trois facteurs, ce sont en fait les administrateurs de la commission scolaire qui ont le plus d’ancienneté qui ont le contrôle, dominant ainsi l’environnement scolaire.
